The East Adams Neighborhood Transformation Plan, launched in 2015, is a long-term investment in reconnecting the Historic 15th Ward. Beginning the project with months of community workshops, resident surveys, and planning meetings open to all, the initial vision and goals were established to steer the development in addressing the most critical needs of the residents.

A Collaborative Approach to Revitalization

The East Adams Neighborhood Transformation Plan, launched in 2015, is a long-term investment in reconnecting the Historic 15th Ward. Beginning the project with months of community workshops, resident surveys, and planning meetings open to all, the initial vision and goals were established to steer the development in addressing the most critical needs of the residents.

In 2024, the mission received a major boost — a $50 million CHOICE Neighborhoods Initiative grant from the U.S. Department of Housing and Urban Development. This grant has served as a catalyst for major revitalization efforts in the community, the first of which is the redevelopment of the distressed Pioneer Homes and McKinney Manor into a mixed-use neighborhood, prioritizing affordable housing and essential community amenities and services.

The Road to East Adams

Before the construction of I-81, the 15th Ward stood as an anchor for community, connection, and enterprise. Families, small businesses, and culture thrived here —creating a proud legacy that still echoes today.

Now, we honor that legacy by weaving it into the future through East Adams. Through remembrance and restoration, the strength of the 15th Ward guides our path toward justice, inclusion, and revitalization.

The Historic 15th Ward

The construction of I-81 in the 1950s and 1960s resulted in the displacement of over 1,200 families and the destruction of a thriving corridor of Black and Jewish-owned businesses. The New York State Department of Transportation  (NYSDOT) is taking down the viaduct and constructing a Community Grid of streets that reconnects neighborhood's and enhances safety, mobility and access to the corridor for users of all ages and abilitie
